Resumen biográfico (en castellano)
Economista en Desarrollo Sustentable – Estadística – Desarrollo
Katiuska King es una economista ecuatoriana, con trayectoria y experiencia académica, ejecutiva y de servicio público en economía y desarrollo.
Catedrática universitaria
Ha sido docente e investigadora a tiempo completo en la Universidad Central del Ecuador, a cargo del proyecto de investigación “Financiamiento para el Desarrollo en Ecuador” y del grupo de investigación “Financiamiento y Políticas Públicas”. Integrante de los Grupos de Trabajo: “Seguridad social y sistemas de pensiones” e “Integración regional” de CLACSO.
También ha sido profesora – investigadora asociada de FLACSO – Ecuador, catedrática a tiempo parcial en la Universidad San Francisco de Quito, y ha dado clases de postgrado en las Universidades Andina, PUCE-SI, de Cuenca y Escuela Politécnica del Litoral (ESPOL).
Función pública en economía y desarrollo
Fue Ministra Coordinadora de la Política Económica de Ecuador entre abril 2010 y octubre 2011. Lideró la elaboración de la Agenda de Política Económica 2011-2013, de un nuevo proyecto de ley para el mercado de valores ecuatoriano para contar con financiamiento productivo de largo plazo y, elaboró la propuesta para fortalecer la banca pública. En el ámbito internacional mantuvo una activa participación en la conformación del Consejo Económico de UNASUR.
Entre marzo 2007 y marzo 2010 se desempeñó como Subsecretaria de Seguimiento y Evaluación de la Secretaria Nacional de Planificación y Desarrollo (SENPLADES), donde colaboró en la realización del Plan Nacional de Desarrollo 2007-2010, el Plan Nacional para el Buen Vivir 2009-2013, y el fortalecimiento de la propia Subsecretaría. Además, participó en la evaluación del Plan Nacional de Desarrollo 2007-2010, y fue delegada de SENPLADES al Consejo Social, entre otros.
Actividades ejecutivas y profesionales
Fue coordinadora del Proyecto de vinculación: “Laboratorio de Políticas Públicas: Créditos, costos y regulación financiera” (junio 2021 – septiembre 2023). Representante docente elegida al Consejo Universitario de la UCE entre noviembre 2018 y agosto 2021.
Se desempeñó como coordinadora del Centro de Investigaciones económicas y de la pequeña y mediana empresa (CIEPYMES) en FLACSO. Ha realizado varias consultorías nacionales e internacionales.
Inició su vida profesional en el recientemente creado, Servicio de Rentas Internas (SRI). Luego trabajó como experta en análisis cuantitativo de la Secretaría del Frente Social en la Unidad de Análisis e Información (SIISE), donde colaboró en la redacción del Informe país de las Metas del Milenio.

Biographical resumé
Economist in Sustainable Developmet – Statistics – Developmet
Katiuska is an Ecuadorian economist with academic, executive and public service experience in economics and development issues.
University lecturer
She has been a full-time research and lecturer at the Universidad Central del Ecuador, in charge of the research project “Financing for Development in Ecuador” and of the research group “Financing and Public Policies”. Member of the Working Groups: Social Security and Pension Systems” and Regional integration” of the Latin American Council of Social Sciences (CLACSO).
She has also worked as an associate research professor at FLACSO, part-time undergraduate professor at the Universidad San Francisco de Quito, and has taught in graduate’s programs at the Universidad Andina, PUCE-SI, Universidad de Cuenca and the Escuela Politécnica del Litoral (ESPOL).
Public service in economics and development
She was Minister Coordinator of Economic Policy of Ecuador between April 2010 and October 2011. She led the development of the Economic Policy Agenda 2011-2013, a new law for the Ecuadorian securities market, for long-term productive financing, and developed a proposal to strengthen public banks. At the international level, she remained actively involved in integrating the Economic Council of UNASUR.
Between March 2007 and March 2010 she served as Secretary of Monitoring and Evaluation for the National Secretariat of Planning and Development (SENPLADES), where she helped in the preparation of the National Development Plan 2007-2010, the National Plan for Good Living from 2009 to 2013 and in the strengthening of the Secretariat. She participated in the evaluation of the National Development Plan 2007-2010, and was a delegate for SENPLADES’ at the Social Council, among others.
Executive and professional activities
Coordinator of the linkage project: “Public Policy Laboratory: Credits, costs and financial regulation” (June 2021 – September 2023). Elected teaching representative to the UCE University Council between November 2018 and August 2021.
She worked as coordinator of the Center for Economic Research and the Small and Medium Enterprise (CIEPYMES) in FLACSO. She has performed several national and international consultancies.
She began her career in the recently created Internal Revenue Service (SRI). She then worked as an expert in quantitative analysis for the Secretariat of the Social Front in the Analysis and Information (SIISE), where she participated in drafting the country’s report “Millennium Development Goals”.
